Questa breve storia la segnalo volentieri poiché, a mio parere, stimola alcune riflessioni:
- il disagio giovanile, nell’”età della stupidera”, c’è ovunque nel mondo
- è tipico di quella età la “contestazione” e il sentirsi i potenziali padroni del mondo
- gli operatori CIPAD dimostrano di agire con buon senso ed equilibrio; considerando la minore, ed il suo contesto famigliare, senza però venire meno ai desideri dei donatori che supportano con i loro sacrifici un percorso educativo che punta sempre al meglio per il minore.

Questa è per portarti a conoscenza che la ragazza L. A. n. 0268 modulo 1 della scuola superiore, era stata ammessa alla scuola femminile Moi di Marsabit; come risulta dalla lettera di ammissione conservata nei nostri archivi. La famiglia ha però cambiato opinione senza informarci; ha scelto la scuola Mateeri Girls a Tharaka nel Meru.
In base alla lettera di ammissione che avevano portato al nostro ufficio, noi abbiamo provveduto a pagare le tasse scolastiche per lei presso la scuola femminile di Moi di Marsabit. Venerdì 27 un parente, arrivato da Nairobi, ci ha portato un’altra lettera di ammissione per la scuola delle ragazze Mateeri Girls a Tharaka nel Meru, chiedendo che si provvedesse al pagamento delle rette, anche se due giorni prima avevamo già pagato le tasse alla scuola di Marsabit.
Loro avevano la responsabilità e dovevano informarci dei cambiamenti. Queste scelte potevano costare al programma la perdita di 20.000 ksh.
Ho informato il parente che CIPAD offriva loro 3 opzioni:
- La ragazza poteva essere riammesse alla scuola Moi girls di Marsabit
- I parenti dovevano andare a chiedere al preside della scuola di rimborsare a CIPAD la retta pagata
- Perdere ogni opportunità di ricevere il supporto dal programma di CIPAD.
Ho già chiamato e informato la scuola dei cambiamenti e che desideravamo trasferire i kshs 20.000/ versati per L. A. a favore di B. A. n. 0091, che frequenta nella stessa scuola il modulo 2 della scuola superiore, a credito del suo onorario per il secondo trimestre. La scuola ha accettato.
Le tasse per la scuola Mateeri Girls a Tharaka nel Meru sarebbero state 67.350 per l’intero anno. Abbiamo ritenuto, pensando a quanti sono i beneficiari, che queste cifre non fossero sostenibili dal nostro programma. Né il programma può permettere che un solo studente tra i molti studenti, riceva in un modo sproporzionato rispetto agli altri.
Con questi comportamenti la ragazza rischia di perdere il nostro supporto, visto anche che i parenti sembrano dimostrare di avere la capacità di poter pagare le rette.
Il Comitato di Gestione dell’OVC, nella nostra riunione del 29 agosto, è stato informato e ha approvato le nostre scelte.

anche qui siamo tutti d’accordo con le vostre decisioni.
Il Progetto, con i suoi donatori, riesce a fare ciò che può e, anche per i fini educativi, non può essere oggetto di “sfruttamento” da parte di persone che non comprendono i sacrifici che i donatori fanno per riuscire ad aiutarli.
Sebbene ritenga che questo non sia il caso, ricordo che CIPAD, se pensasse che il minore sia meritevole e che sia il primo ad essere danneggiato dagli errori dei suoi tutori, può sempre trovare soluzioni alternative o fare eccezioni, pur di porre al centro di ogni attenzione il bene del minore, a prescindere da tutto.

A L.A. era stata offerta una borsa di studio gratuita presso la scuola femminile Dr. Guracha Memorial di Sololo e ha rifiutato l’offerta. Ha optato per la Moi girls di Marsabit. Ci hanno fatto capire che anche lì in seguito è stata lei che ha rifiutato di entrarvi.
Ha categoricamente costretto la famiglia a cercare un’altra scuola minacciando di abbandonare gli studi. La famiglia ha quindi ceduto alle sue richieste. L.A. ha sfruttato la debolezza dei parenti.
Il progetto per studenti di CIPAD ha le sue regole e le sue procedure. I minori sono tenuti a seguire la guida dei genitori. Al contrario i genitori devono assecondare i desideri dei figli solo quando è corretto farlo.
I suggerimenti orientativi che normalmente diamo nelle nostre consulenza, avrebbero potuto aiutare di più, se ci avessero informati ed interpellati prima.

- CIPAD operators demonstrate that they act with common sense and balance; considering the minor, and her family context, without however neglecting the wishes of the donors who support with their sacrifices an educational path that always aims at the best for the minor.
Hello Dr. Pino, I trust this email finds you all well. We are fine ,
this is to bring to your knowledge that L. A. child no 0268 form 1 was admitted to Moi girls Marsabit. This was based on the admission letter in our records. The family changed the school to Mateeri Girls in Tharaka Meru without informing us.
On the basis of the admission letter they brought to our office we proceeded to pay school fees for her at Moi girls school. On Friday 27th a relative from Nairobi brought another admission letter from Mateeri girls.for admission and yet we already paid fees on 2days prior.
We had a responsibility to be informed of any changes in the records and changes of school. this has costed the program loss kshs 20,000
i infomed the relative that the program will take 3 options
- The girls were readmitted to Moigirls school
- they go school and ask the school principal refund CIPAD the fees paid
- they will lose the opportunity for support from the program.
I have already called and informed the school of the changes and we wish to transfer the kshs 20,000/ for B. A. .. 0091 form 2 to be credited to her fees for second term. The school agreed
Mateeri girls fees per year was 67,350 which we believed was not affordable for beneficiaries of our program. Neither can the program afford for 1 student among many students. unless otherwise advised the child stands losing the support and the relatives showed the capacity to continue paying for the fees.
the OVC management committee in our meeting on 29th August were briefed and agreed on our actons

we all agree with your decisions.
The Project, with its donors, manages to do what it can and, even for educational purposes, cannot be the object of “exploitation” by people who do not understand the sacrifices that donors make in order to help them. Thanks.
Although I believe that this is not the case, I remember that CIPAD, always if it considers that the minor is deserving and that he is the first person to be damaged by the mistakes of his tutors, can always find alternative solutions or make exceptions in order to put every focuses on the good of the child.

L. A. was the child who has taken the family through all the changes of school.
L.A. was offered free scholarship at Dr. Guracha memorial girls school sololo.she turned down the offer and opted for moi girls. we were made to understand that she also refused to be admitted to moi girls school later. She adamantly forced the family to look for another school if not she threatend to drop out of school.
The family then gave in to her demands.
L.A. exploited the ignorance of the relatives.
But project has process and procedures. children are required to follow the guides from parents. In the reverse the parents follow the wishes of the children. Guiding and counseling would have helped.
